I got the idea of Stalker Sephiroth from a skit at Ligonier Camp that parodied "The Office." A guy was being interviewed in his own "office" segment, and suddenly a guy in a clown mask slowly rises up behind the window. He just stares through the window at the unsuspecting interviewee for a few seconds, then slowly descends back down again.
I thought it would be funny to do here. It also seems like Sephiroth is poised to kill me until I do Picard's bidding, at which time he leaves again.
